This section describes how to start using the Cloud Transparency in Coverage and No Surprise service as a payer administrator.

To open the Cloud Transparency in Coverage and No Surprise service, go to tcns.sandbox.kollab.link. If your Smart Trading account is not subscribed to the service, you will be offered to activate service subscription.

Below is a step-by-step instruction on how to generate machine-readable files and make them available on the service's web page:

1. Prepare data files

To ensure correct data conversion, the service offers you ready-made templates for files you have to prepare. When you first logs in to the service, you are redirected to the Machine Readable Files page where you can find the list of templates available for download.

2. Upload the data files to the service

Once all the data files are ready, upload them one-by-one:

  1. Go to the service's Machine Readable Files page and click Upload Data Files.
  2. Select the type of the file to be uploaded.
  3. Navigate to the file on your local drive and click Open.
  4. Repeat the upload steps for all the other files.

All the data files you uploaded are displayed in the Data Files Repository pane.

3. Generate machine-readable files

To convert the uploaded data files to the required machine-readable format:

  1. On the Machine Readable Files page, click Generate MRF and select which file to generate (In Network MRF / Out of Network MRF).
  2. From the drop-down lists, select which uploaded file you want to use for each type.
  3. Select Publish automatically upon successful generation if needed.
  4. In Payer or Issuer Name, provide your organization name that will be inserted to the name of the generated file.
  5. Click Generate.

The machine-readable files are generated with the following names: [YYYY-MM-DD]_[payer or issuer name]_[plan name]_[file type name].[file extension], for example 2022-01-01_YourHealthPlan_Medicare_in-network-rates.json

4. Publish machine-readable files

If you didn't select Publish automatically upon successful generation when generating machine-readable files:

  1. On the Machine Readable Files page, in the list of generated files with the Ready to Publish status, hover over the file you want to publish.
  2. Click Publish().

Now your members, providers, and any third-parties can view and download your rates published in a machine-readable format at tcns.sandbox.kollab.link.
